potential for bias and harmful language use. Other researchers and commentators
in the field have also made similar statements, emphasizing the need for
responsible AI development that takes into account the social and ethical
implications of language use by machines.
As an AI language model, ChatGPT is designed to
understand and generate natural language text. While it has been widely used in
various applications worldwide, it has not been adopted in China. In this
article, I explore the reasons behind ChatGPT's limited use in China.
1. The Great Firewall
One of the main reasons why ChatGPT is not used in
China is due to the country's strict regulations on internet content. The
Chinese government has implemented the Great Firewall, which blocks access to
many foreign websites and services, including those that are commonly used in
other countries. The Great Firewall aims to control the spread of information

Furthermore, the Chinese government has also imposed
strict regulations on AI technologies, including natural language processing
(NLP) models like ChatGPT. In 2019, the Chinese government introduced the New
Generation Artificial Intelligence Development Plan, which aims to establish
China as a leader in AI by 2030. However, the plan also requires that all AI
technologies used in China comply with the country's laws and regulations,
which can be complex and restrictive.
