The statement "We need to teach machines not only how to speak, but also how not to speak" has been made by multiple individuals in the field of artificial intelligence and natural language processing. One prominent example is Joanna Bryson, a computer scientist and AI researcher who has spoken extensively about the importance of ensuring that AI systems are designed with ethical considerations in mind, including the potential for bias and harmful language use. Other researchers and commentators in the field have also made similar statements, emphasizing the need for responsible AI development that takes into account the social and ethical implications of language use by machines.

As an AI language model, ChatGPT is designed to understand and generate natural language text. While it has been widely used in various applications worldwide, it has not been adopted in China. In this article, I explore the reasons behind ChatGPT's limited use in China.

 

1. The Great Firewall

One of the main reasons why ChatGPT is not used in China is due to the country's strict regulations on internet content. The Chinese government has implemented the Great Firewall, which blocks access to many foreign websites and services, including those that are commonly used in other countries. The Great Firewall aims to control the spread of information and prevent citizens from accessing content that is deemed politically sensitive or harmful to social stability.

 

2. AI Development Plan

Furthermore, the Chinese government has also imposed strict regulations on AI technologies, including natural language processing (NLP) models like ChatGPT. In 2019, the Chinese government introduced the New Generation Artificial Intelligence Development Plan, which aims to establish China as a leader in AI by 2030. However, the plan also requires that all AI technologies used in China comply with the country's laws and regulations, which can be complex and restrictive.

 

3. Chinese Cultural Factor

In addition to regulatory hurdles, there are also cultural factors that contribute to ChatGPT's limited use in China. Chinese culture places a high value on human interaction and personal relationships, which may make AI-powered chatbots less appealing to Chinese consumers. Unlike Western countries, where chatbots are widely used for customer service and other applications, Chinese consumers tend to prefer speaking with real people.
